Since she isn’t in a relationship with any of those guys, it’s not cheating.
Just because she is dating them it doesn’t mean she has to commit herself to one of them.
On the other hand if she gets together with the one she dates in person and she keep dating the other online, I would consider that cheating. Not the other way, because I don’t consider online dating to be able to turn into a relationship(without meeting).
Online dating is addictive, because your sis might grow accustom to the boy courting her, so even if she would get a relationship she might not give up dating online. Which is wrong.
